I install svn-1586 on Red Hat 9. Set rescan_interval = 1 and always_scan = 1 in config file. However, my playlist on iTune 7.1 will not update when I add or delete a song. The list will only update when I restart iTune. Even if I press “Start Scan” or “Start Full Scan” button on web gui, I get the same result. According to the log message, it seems that the scanning of database is OK. But for some reason, my iTune has the automatically updating issue. Is this a bug?

The “bug” would be with Apple, since they cache the full server database when connecting.

Because, as I wrote, the issue is with iTunes, not Windows.
Do you see a special Windows XP version of iTunes to download? No? 😉 -
