I tried switching off Windows firewall, no difference
I tried explicitly opening port 9999, no difference
I tried adding a password to the account (from a post I saw in this forum), no difference.

Anybody got a suggestion for what the problem might be, or how to fix it?

Something is already running on 9999. Try changing to port from 9999 to something else.
