Freshest libflac.dll is 1.2.1. Binary (in ‘flac-1.2.1-devel-win.zip’) and source are at the usual FLAC sourceforge page.
The latest compiled versions of the ffmpeg files I could find were dated Sept 11, but it seems unlikely these contain the latest FLAC patches.
