Erp, if you aren’t using ipkgs for it, then you won’t find it… there isn’t such a package, really. ivorbis-tools is just a hacked up package to weld oggdec to the integer decoder to get it to transcode ogg in realtime. It’s not an official package or anything.
In debian there is a libvorbisidec-dev package that provides tremor, but you’ll still need a patched vorbis-tools.

that gives info on building it, but it’s not for the faint of heart, I think.
