Those aren’t for etch though, those are for sarge.
Instead of –enable-mdns, use –enable-avahi, and apt-get the avahi-client-dev, and the instructions should be okay besides that.
Oh, and you’ll need to edit /etc/defaults/avahi to set it to start at boot.
